Multinational JPR Education & Training WG

The Joint Personnel Recovery Agency (JPRA) hosted a Multinational Joint Personnel Recovery (JPR) Education and Training Working Group at the Personnel Recovery Education and Training Center (PRETC), Fredericksburg, VA, 7-9 Dec 2010.

JPRA invited NATO / Partner Nations to participate in this open dialogue forum to achieve the goals of building JPR education and training collaboration and cooperation to improve operational effectiveness.

All multinational participants stated the informal format of the forum was extremely beneficial and should occur every 6 months to keep cooperation moving along.

Participants stated that the JPRA education and training for commanders & staff they received was the critical link in leaping their schools from isolated person focused to including JPR Commander and Staff courses.

A synopsis of the major action items (entire list to be sent SEPCOR) are as follows:

(1) Draft talking points for potential staffing to JFCOM, CENTCOM (Afghanistan),and OSD/DPMO leadership to reiterate the importance of Coalition PR in their own talking points when meeting with other multinational leaders;

(2)  JPRA/PRETC to determine the feasibility of drafting and submitting a Training Needs Analysis through JFCOM to ACT-DACOS-JETE to establish a JPR NATO course (course is in development by several nations and is to be evaluated at the Swedish SERE/PR School in Mar 11);

(3)  Danish Conduct after Capture School to host a Multinational SERE Psychologist and a Reintegration Working Group;

(4)  EURO Air Group to request JPRA permanent membership to the SERE Commanders Council to further improve SERE training among nations;

(5) Evaluate the utility and feasibility of establishing JPRA as a Center of Excellence for JPR Education and Training / Exercises;

Other actions completed during the conference were providing:

(a) the process to request multinational allocations for JPRA/PRETC;

(b) a SERE / PR instructor reading list;

(c) a list of releasable PR documents; and

(d) a copy of the PR 102, PR Fundamentals Course CD.

Attendees were: Allied Command Transformation (provided a Training Needs Analysis Brief); EURO Air Group; Joint Air Power Coalition Center; and SERE /Conduct After Capture / PR Schools from Belgium, Canada, Denmark, Norway, Netherlands Poland and Sweden.   Recommendations: Continue supporting forum with a follow through on complete action item list.
